Since 1985, ECA has coordinated a network of 16 Neighborhood Energy Centers (NECs) to prevent utility terminations and bring holistic support to Philadelphia communities, including utility bill assistance, budget counselling, energy conservation education, and connection to services across the city. With increased funding and partnerships, our team has expanded to hosting regular community resource fairs across the city, delivering increased DIY energy conservation workshops, and offering support to homebound Philadelphians.

In 2017, we expanded into Delaware and now support income eligible residents with access to LIHEAP benefits to mitigate energy burden.

Our Impact

ECA’s dedicated community programs team meets the complicated energy needs of thousands of Philadelphia and Delaware residents and connects them to additional services to ensure they remain comfortable in their homes.

Every year, we:

Prepare utility bill assistance applications for:

4,500+ households in Philadelphia
1,500+ households across all three counties in Delaware
Prevents over 900 utility terminations in Philadelphia
Delivers DIY energy conservation workshops to over 1000 Philadelphians
