It’s no secret that 2025 has been spent navigating uncertainty. As the whole nonprofit sector faces public funding challenges and changes, ECA is no exception.
We started the year working our way through the barrage of Executive Orders that undermined our work and painted it as expendable. But ECA has been championing energy efficiency and utility support for our most vulnerable residents for over 40 years, and we’re not going anywhere.

Now we end our year on a high note, having been chosen as the lead administrator for the Low Income Home Energy Assistance Program (LIHEAP) for the entire State of Delaware. This winter, we will help around 11,000 of the at-risk residents pay their heating bills through energy assistance grants and emergency repair support. Our Delaware team couldn’t be more proud!
Our DE LIHEAP Program Manager, BJ McDuffie, has big plans to improve access to this vital program by increasing coordination between intake sites and standardizing the application between counties. In her words, she’s determined to “bring this program into the 21st century!”

BJ has worked with ECA since 1994, dedicating her career to ensuring that Philadelphians, and now Delawareans, can live with dignity and comfort in their homes. The way she sees it, everyone is just one or two paychecks away from needing help, so she gives that help freely and without judgement. Eliminating barriers for her clients and making it easier for them to access the assistance they need is her legacy.
We’re lucky to have BJ and we’re grateful to have supporters like you. ECA will continue to build partnerships and innovate to help our clients – and we hope you’ll join us. Will you make a donation to keep our community support programs accessible to everyone who needs energy assistance?
Thank you for creating a more equitable energy future!
