Philadelphia Inquirer, "Stimulus Funds Finally Flowing to Weatherization" 11/22/2009        

ECA is now one of six state-authorized Weatherization Training Centers in PA and will provide training for the entire region. ECA was the first Training Center to begin entry-level training for new employees to become certified to work in the Weatherization Assistance Program. We were thrilled to have 5 veterans become the first group to become certified through this program!
