We’d like to introduce you to Ms. Louise who lives in Northwest Philadelphia. When Ms. Louise started having problems with her heater, she didn’t know where to turn for help. Then she heard about the Energy Coordinating Agency’s (ECA) Heater Hotline program. Ms. Louise recently told us, “You’d be surprised that a lot of people don’t know about elderly people living without heat. I’m very thankful to have Heater Hotline because without it, I don’t know what I’d do each winter. The way they talk to you and try to help you, it means a lot. They speak to you like they know you and try to help you with any problems.”
Many older adults in Philadelphia who have worked all their lives are having trouble making ends meet. In some cases, their income is just over the limit set by the programs we administer.

ECA was founded in 1984 by a group of religious, government and civic leaders to create lasting solutions to the energy problems of low income families. To build a firm foundation in the community, ECA established a resilient network of 14 Neighborhood Energy Centers, which serve as one-stop shops for low income energy services, including weatherization, heating system repair and replacement, bill payment assistance, budget counseling, and energy education. Since its inception, ECA has weatherized 42,805 homes; repaired or replaced 45,767 heating systems; provided water conservation services to 36,714 homes, trained over 3,600 new energy professionals, and prevented over 70,000 tons of carbon emissions.
